Registration criteria


The registration of candidates for lawyers to complete the mandatory 1-year internship as an assistant lawyer, at a lawyer or law office, is the first important step for completing the legal procedures for obtaining the title of lawyer.

The registration of candidates as an assistant can only be done after the candidate has obtained the Master of Science or Professional Master of Law degree from the law faculty of public and non-public universities within the territory of the Republic of Albania accredited by the National Accreditation Council at the Ministry of Education; as well as diplomas equivalent to the above, issued by universities outside Albania, accompanied by Certificates of Graduation Recognition from the Directorate of Higher Education and Scientific Research at the Ministry of Education. 

Registration is done at the National Bar Association of Albania. 

The right to practice the profession of lawyer in the Republic of Albania can be acquired by any Albanian citizen who meets the following conditions:

  • to complete the higher legal education within the country or abroad, but united with it
  • to be registered in a bar and in the Ministry of Justice as an assistant to a lawyer, to have completed the one-year internship period and to have received the positive opinion of the lawyer;

  • he obtained more than 50 percent of the points in the qualification exam for practicing the profession of lawyer;

  • to enjoy moral and civic integrity, to protect human rights and fundamental freedoms, as well as to meet the ethical requirements for practicing the profession of lawyer;

  • not to have been convicted for criminal offenses committed intentionally, according to the provisions of the "Lawyer's Code of Ethics":

  • not to be a participant in public or private relations or activities, which, according to the law, the Statute of the National Chamber of Advocacy and the "Lawyer's Code of Ethics", are incompatible or inappropriate with the image and exercise of the profession of a lawyer;

  • to be a member of the bar association in the jurisdiction of which his work office is located.

 

In accordance with the above legal criteria, applicants must submit the following documents to the DHA: 

  • Written request for registration
  • Certification of the lawyer or law office where it is accepted that you applied to complete the 1-year internship period. This certificate must be issued by a lawyer or law office, members of the bar association, where the applicant has his residence. In the applicant's file, there must also be the positive opinion of the head of the bar association for the internship.
  • Notarized photocopy of the law faculty diploma of the relevant university.
  • Notarized photocopy of the list of grades issued by the relevant university.
  • Identity card (in the absence of personal certificates) of the applicants.
  • Certification from the administrative unit where the applicant resides, that he is a resident of this unit.
  • Eighth criminal evidence from the Ministry of Justice, to the applicants, to prove that there are no criminal precedents. The proof of criminal record cannot be issued by the competent body more than 3 months from the date of application.
  • Acknowledgment of the foreign diploma, or confirmation from the Ministry of Education and Culture that the application for its validation has been completed (For applicants who graduated abroad)
  • 4 x 4 photos, 2 pieces
  • The registration fee as an assistant is 1,000 (one thousand) lek.

 

For foreign citizens who wish to apply to be registered as an assistant at a lawyer or law office, in addition to the above, they must also present an official document, issued by a public institution in the Republic of Albania, certifying that the candidate for assistant is fluent in the Albanian language.
